I'm in the middle of repairing an old box with some jetons/ plaques in it and I found this.
The paper beneath the leather has timestamps and the word "Levering".
"Levering" means "delivered on" in Dutch.

Nothing special, I live in the Dutch speaking part of Belgium.

Was it not that I bought the box in an auction in Saint Louis, MO 63101.
