I guess anything is possible. From where we stand now everything is just a guess. In Dale Seymour's first book, with with a general dating of these old designs, he indicates early to mid 1890s. He also states that USPC Co. didn't get into the chip making business until the turn of the century. These are probably Harris or Suydam chips. The packaging could be anybody's. We may never know unless we find similar boxes with a little more information on them.
