Removing worn and damaged chips from the tables ~~

~~~ in France...???
According to some French, eBay sellers; Napoleon lll had a rule that any worn or damaged Mother-of-Pearl chips had to be removed and replaced.
I'm trying to locate this; especially pertaining to resurfacing and adjusting the size and shape as a less costly method which, I am assuming the manufacturers loved.
Though we have the facts as far as Briotet collecting the worn material from some Paris cercles from when the CARO Collecrion hit the street, ncluding several examples in stages of restoration, I am searching for a lot more as to reading the exact language as to how this was enforced and so on.
The piece below is from the CARO Collection but, unsure of the manufacturer or whomever.
