Greg...you know your CA chips! But the spots are wrong. While it does resemble a bull's head I think it's more of a decorative design...maybe a blooming flower with Chinese characters above?
Definitely looks like a $20 denomination in the middle which would make sense as black $20 was normal in N CA. I cross checked it with maybe yellow $5s from the area and nothing had chinese characters like that.
