On the one hand it seems like the kind of difference that could happen because of age or UV exposure or soiling, etc.
On the other hand I acquired these two chips in my collection because of the gold/silver difference. It seems odd that only this chip shows such a pronounced difference. Maybe a second run of the chip with a different hot stamp foil.
