Paul, Backup chips are usually brought in when a certain denomination is compromised. For example, if someone steals or counterfeits the $100's all of the chips of that denomination are pulled and the backups brought out. Other events like ownership and management changes can also result in the entire rack being changed. Some Gaming Commissions require a backup rack, others don't. This is usually in the internal controls.
