The guy that had these made up come onto the Chip Board and said his Uncle or Great Uncle had a card club in upstate New York and said that he wanted to open one himself. He bought the chips first and then did research about what it takes to open the club. Crackdowns began before he got anywhere and he decided to drop it. He then sold off his chips in playable sets or sample amounts. I think he may have been on the playable set board (a board that pre-dated the current site).

Anyway, they are essentially home game or fantasy chips.
