Found out a bit of info

No info on the member “T. Wright”.

The signature below Wight’s name was that of Edmund St. John Mildmay, who was the Hon Secretary of the NRA at the time.

Lastly the pass was issued in the period between 1860 and 1889, making the pass a “first edition”.
