Some reasons against the color samples possibility:

Reeded edge chips cost a premium. No reason for it if color samples

Only 8 (I think) colors. I would think many more colors if color samples

Color samples are usually hot stamped, let alone have a custom graphic printed on an inlay

Color samples identify the color of each chip
