Chip ID please... Not sure how to explain this

I passed these HCEs around at the Chip Show to see if they looked familiar to any of the longtime collectors. They are clean, unused and sharp. Guesstimation is 50's or earlier.

No one recognized them but I was given one scenario that is intriguing. They reminded him of sample chips that would be in a binder at a small retail business
that offered gaming supples in addition to pool tables, card tables and chairs. Home use equipment.

First, do these ring a bell with anyone (?) and second - Has anyone managed to get a catalog or chip samples from such a business?

When I bought them in 04, the only clue I got was "that they are definitely out of Nevada. We just don't know where". Supposedly the only set to exist.
Actually, I hope there is another set and somebody has some info. Maybe they're roulettes.
