Crooked eBay auction

For a set of AJ chips from San Diego. I had high bid of $9.99 until seconds before the auction end, when a flurry of higher bids came in and knocked me out. But the winner ended up paying far more than would be needed for simple incremental bids over the $9.99. That is, eBay or some program was being used to actually defraud the eventual buyer by making him pay far too much. See the bid history:
