All of the Tunica casinos are what are called a "boat in a moat". They are large barges surrounded by water but never really intended to travel. I am sure that hindsight leads us to believe the riverboat idea was a bad one to begin with. The most ridiculous one was the old Harrahs in St. Louis where you could only lose $200 per 1 1/2 or 2 hour "cruise". So Harrahs just bought a second boat and you could walk from one boat to another if you lost your $200 and start over.
