The finished version of this chip is shown on the ChipBoard as a possible prototype. So, maybe this one is unfinished and also subjected to a harsh environment?

The chips that have been buried in concrete "digs" sometime show unusual surfaces, etc. It's a head-scratcher!

At least all of the inserts were applied to go through the entire surface of the base chip.
