It's because of a treaty with Australia -

mailpieces are quite expensive to send over there. People in Australia who request merchandise from the USA should know that and be prepared to be charged the fair amount for merchandise. Also, yes, you will need a Customs Declaration or risk confiscation of your chip (or whatever private item it is). Letters are handled differently under the treaty (costing far less), but it's virtually impossible to conceal a chip within a letter. For mail to Canada, the rate is quite a bit lower. Sending a chip to El Salvador or someplace south of that? Ha, ha, ha, Senor, don' make me laugh so hard.
