These are actually Die-cut metal inlay and not a high-relief overlay as seen on the Monaco jetons. We do not have any idea where they were used though, I assume maybe Spain since this type manufacture was used in San Sebastian a long time ago.

Though the worn chips are advertised as IVORY, they are a Celluloid-type plastic.
