Not sure the CHCC chips would be "illegal." Depends upon state law, could country clubs/social organizations legally hold card games for their members? I would consider them illegal only if social clubs were NOT supposed to host gambling events. (It seems to be the payout for a win that can make the game illegal in Colorado).
