Background of the P.A.L. chips

I bought a set (red, white, blue) from a man who was, if I remember correctly, the son or grandson of the owner. P.A.L. were the initials, the man ran a German restaurant in Lemon Grove back in the 1940's. He set up some card tables in the big dining room (after hours) and offered card games, which were popular for awhile. In the early 1950's, the state demanded licensing of the card room and its dealers, as with all such card rooms. As the story went, the German sold the restaurant and the new owners decided it wasn't worth their money to pay the licensing costs (apparently card room attendance had decreased, maybe because of so many other card rooms in the San Diego area) so they ended it.
