I've done some searching on that subject in the past. I'm not sure if it's Argentina or Uruguay or both that uses the anchors a lot. The Maldonado section of Uruguay apparently had a history of whaling and sea faring in general. the Whale and anchor is on their seal of that province. And there are many anchor chips from the US as well.
