Here's my recollection ... but not 100% sure ...

I have a set too. Purchased at an annual convention over 10 years ago, and pretty sure it was from Bill Akeman's table. He had a quantity of them, all denominations.

Seems like the story was they were from /for a quasi(?)-casino / junket operation in Costa Rica (Maybe Costa Rica is the image on the inlay?) Not sure if they were left over after the business closed, or if it even got off the ground. So Akeman may have purchased all directly from Paulson if they were never delivered? Mine were all in new condition, so if they were used at all, it wasn't much.

Was Akeman's inventory bought by someone? If so, they may have notes. Otherwise, that's a lead, but by no means conclusive.
