Only the $1 (and 25c) have $$$ signs. Why don’t any of the other chips have $$$ signs?

Why is the 5 (on the ChipGuide) the only chip that doesn’t have Puerto Rico on it considered authentic?

This person who has the chips has had them for 20 years and no one knew about them until recently? I mean...it could happen...but I would think some other chipper would of known? This seller has been selling for years on eBay ...since 2001 and has sold over 6,000 items. And these are just now popping up? And the casino just gave them a few thousand chips? Employees..executives..locals...none of them got any?
