Eagle and snake, the Coat of Arms of Mexico?

The bottom line looks a bit like a snake, and the Mexicans sometimes depict their Eagle as having feathers that stand up from its head (unlike the American bald eagle).

What we call an "eagle" may more accurately be the Northern Crested Caracara, a type of Falcon, which definitely has a crest of feathers on its head:
