Looks like a home game design to me.

There's an artist's initials on the chip : "KN".

Could be anyone, but a few years ago, Kevin Norris used to do some of the designs for chips & tokens for the club. It's possible he designed it, if you want to try & track him down. I don't know if he is active in the club anymore.
