Mark, the way I see this is...

While I am not an authority on this topic, which really is, "What is a Limited Edition chip?"

To me, the Shark Reef chip is NOT a Limited Edition chip. To me, it is a commemorative chip, but not a "Limited Edition" chip, because the casino is free to reorder, without making any changes. If the chip was released as a "Limited Edition" chip, with a quantity noted on the chip, then, theoretically, the casino should not be making more.

The notion of "Limited Edition" and commemorative chips, that are not rack chips, are subject different interpretations. This grey area, to my knowledge, has not been well defined, and as such, the various ChipGuide ADMINs may list these chips in the "Limited Edition" category, or the regular "Chips" category on ChipGuide.

As a ChipGuide ADMIN, I would enter this chip in the "Chips" category and add a comment that the chip is a commemorative issue.

Lastly, in this instance, the quantity made was listed in The Chip Rack. The TCR authors, in some instances, learn of a chip's manufacturing quantity, and provide that information. However, just because there is a known quantity, it does not mean that the issue is a "Limited Edition". After all, there are many TCR entries with the quantity in tens of thousands, and those are not "Limited Edition" chips.

Again, this is how I see it.
