The article mentions illegal gambling going on there, as well as Trained Bullfrogs. But not to deal cards!

Beware of Scary Tikis upon opening the site but otherwise, all is cool.

The City of San Jose recognized the importance of Frogs, in or out of a casino. See Item 6c(1).:

Other internet references also exist, for those interested in researching this site further. No mention of Club Monaco, that I could find. But certainly possible that a brief gambling venture or a private night club could have been there.
