Yes, eBay has changed things so now all the BIN listings created with the "Quick Listing" tool have an "or Best Offer" attached. However, there is a way around it. If you use the "Advanced Tool", the Best Offer is still an option. You should see a link to the Advanced Tool in the upper right hand part of the "start selling" page.
