When I opened Caesars Boardwalk Regency that summer .... we were delayed about 2 weeks because the state would not allow us to open because we did not meet the Hispanic affirmative action quotas ... for hiring. Hello! ... at that time Atlantic City had very few Puerto Rican residents ... I remember going to the Bronx with mgmt. to open hire and bus back Hispanics and house them with bonus money so we could open the hotel casino. Talk about regulations and oversight. Now a days ... for fun in A.C. you can sit on the boardwalk bench and watch a homeless bum and a big pigeon fight over a fallen French Fry! ... The bird usually wins ... he's sober! A.C. was my home for 7 year's ... it broke my heart ...
