Pre-1937 it was all technically illegal (though rarely enforced).
1937-1950, gaming was okay as long as it was licensed locally.
1950-72, it was illegal.
1973, gaming was legalized state-wide (only poker, pan, and live keno).

I have confirmed that Paul Minor (not Miner like the Mason card) did live at the Parkway Hotel. He looks like a resident, not an owner (it was run by Mrs. Hazel Melchert). Paul Minor was listed as a "clerk" in 1937, but where it does not say. He is not listed in the 1935 or 1943 directories (the only other two available around the date). I could find no mention of Minor elsewhere.
My guess: He was running a poker game at the Parkway.
