CR: $1 Rio chip - asking questions

There is a $1 chip for the Rio All-Suite Hotel & Casino (TCR# E2268) that has frustratingly little information available. TCR lists it's as a Fuschia H&C? issued in 2002 with HS-GOLD and the overly descripting inlay description of "1".

So I looked over the history PDF the Nevada Gaming Control Board provides anyone who is willing to sort through 1,325 pages and found the following listing.

Issued on 11/14/02, "RIO #1 FUSCHIA HOT STAMP".

And listed right underneath it, on the same date is "RIO #100 CHOCOLATE HOT STAMP".

So, I went back to The Chip Rack. Sure enough in the $100 chips is E2321 for a $100 Brown H&C? HS-GOLD chip, issued in 2002, with "100" in the description inlay.

So here's my question. To Gene Trimble or anybody else who happened to frequent the Rio Suite Hotel & Casino in 2002. What are these chips? With the NGCB not mentioning anything else about these chips, and not even approving any other Rio chips on that date to give me a possible lead on what these chips might be, do you have a thought, an idea, a rumour, a conspiracy even, on what these two chips are? Are they NCV chips? Are they tournament chips? Are they NCV tournament chips? Were they approved ahead of time for a bizarre ones game to only be played on November 11, 2011? The NGCB has helped solve a few "unknowns", but provide frustratingly little information. Do you know what these chips are? Is there anybody in there? Does Anybody Really Know What Time It Is? Who Wears These Shoes?

If you know and can help solve this almost 15 year mystery, I am willing to buy anyone who know the answer to this enigma a cheeseburger of your choosing at FatBurger on either Las Vegas Boulevard or the preferred
one in Sunset Station out in Henderson where the grill seems to be wonderfully broken in and can provide the ideal combination of meat, grease and that perfectly crunchy cooked edge that are the signature of a well made cheeseburger. And if you have never eaten at FatBurger and you are down with a well made slab of ground beef, may I HIGHLY recommend sitting down and having one. The offer is good only when I happen to also be in Las Vegas (or Henderson) where I can also enjoy said cheeseburger with decent fries, a cold soda and some wonderful photos on the walls of some 50s & 60s soul legends when they were in their prime.
