I am under the impression that 10's of thousands of these CIC (Coin In Center) slugs, in most all of the denominations, are the result of the CIC chips having been destroyed (on purpose) by incineration. The plastic was burned/melted away from each chip, leaving 2 back-to-back CICs, per chip.

These are found all over Las Vegas in yardsales and swap meets.
