Good point - due to a budget dispute, the State of Illinois stopped sending reminders for license plate renewals by mail (they continue to send via e-mail). They made about $5 million in extra late fees as a result.

When word of this windfall got out, the legislature enacted a new law banning the late fees. It was recently signed into law.
