For some reason I had in my mind that these were "Starter Chips" and that they were part of the discussion of Borland remakes of Starter chips.

These chips are in TCR as Nevada Club, Laughlin and there's no mention of Starter on them. They do say Poker so I have to guess they had something to do with promotion of poker games in Laughlin. Thanks for pointing out my confusion and I think with the three responses to my post, yours, Jay's, and Rob's I now understand, at least I understand where they were issued. Would still be interesting for historical reasons to learn why Nevada Club issued them and how they used them, but it looks like 90% of the history has been identified.
