If you use a 000 size envelope it can ship at letter rate as long as it isn't over 1/4" thick. I have shipped a singe chip for $.70 (letter rate plus $.21 for the nonmachinable fee). I mark the envelope non-machinable just so they don't run it thru the chip crusher.
