JIm it looks like a phishing email and I would advise against clicking on the link. In stead log onto your paypal account and see if there is anything there for you to do. If not I would delete the email or report it to paypal and let them deal with it. If you click on the link at the top of your Paypal account "Sercuity"; it has a link concerning fraudulent emails.
