I think your date for Bally's Las Vegas is correct.

The 1997 date probably refers to Bally's first foray into casino operations with the opening of Bally's Park Place in Atlantic City as of 12-29-1979.
A bit misleading for shirts at Bally's Las Vegas though.

Maybe one of the AC chippers can check the Park Place gift shop and see if similar designs with the 1979 date appear there.
