"higher education" if you define it as beyond Bachelor of Science or Bachelor of Liberal Arts, is entirely different structure especially beyond the M.S. and M.A. and the funnel gets smaller as we continue to look at the doctoral programs.

"minority students" here we have to understand and differentiate by "color" and there is a glaring disparity and proportion - the higher and higher education levels - less and less in number are there - excepting the foreign students that comes to the US colleges and universities.

But this trend will be affected so much so with the establishment of "US campuses" in foreign countries right now as we speak, if we Google now we will find that most of the US campuses are in Asia. Ex-NYC mayor Bloomberg in an interview in Europe mentioned that the next big and first class cities will be in African continent - I reckon this will take several generations of African students returning home to find projects to work on - I hope not a reverse "brain drain" like what characterizes the Philippines in the early 60's to the 80's when most of the Fulbright Scholarship Program in the doctoral never return to the Philippines to do service as required in the program. Philippine universities scholar were under contract once finished to go back and pay 3 years services for every year of support - most of them pay money and buy the contract out or the easy way out was to marry the locals.
