These chips were part of the Fallout 3 New Vegas collectors edition promo pack. You are still missing the oversized Lucky 38 token and a deck of cards. Since you could only get these by purchasing the game's promo pack, establishing value is impossible a far as I'm concerned. I paid $80+ for mine but the game alone went for $60-70.
