I know that you have an extensive token collection & probably have or have seen one of these..

Any idea(s) of what it is & what it was used for? It has a hard plastic covering around the edges and what remains of this plastic coating has the Hat & Cane mold stamped into it. It's kinda cool & kinda weird at the same time...reminds me of my daughter.
