Shouldn't matter too much if a buyer is willing to pay the actual postage affixed to the package... and, of course, if the seller makes that clear...

I while back I was talking to a local postmater who told me that when our International rates increase they're usually in line with other country increases. I don't know if this is all that accurate, now, but it was very close years ago.
