Paypal gift is free within the U.S. If I use paypal gift from Canada to the U.S., I am charged a fee.

So, I just use $$ owing and am still charged the same fee. I don't mind that tho as it is still cheaper
than putting stamps on an envelope and sending a check or money order...and is faster.
