Horseshoe oddball info needed

I found this at a pawnshop on Las Vegas Blvd last week and forgot the story behind it- I heard it years ago but need a refresher.

I know it was not produced this way and was likely a counterfeit attempt to cash it as a $100, but the reasoning behind spattering it with gold sparkles (seen here as white spots) threw me since that practice came about as a ANTI counterfeiting measure quite a bit later.

The shop also had a $25 12th issue h&c with the same gold sparkles and what looked like the 25 glued on top of the original inlay with a painted green appearance.

I don't know why they didn't paint the inserts on the black one. Any help with the story behind this one again? I know its fake one way or another, but was feeling frivelous and decided to splurge for novelties' sake. I had just scored the 1st issue Nevada Hotel down the street for quite a bit less than value, anyway.
