Cameras have a limited range for contrast. The contrast between the silver hot stamp and the black background exceed the range. To get the best results ...

1) Place the chip on a neutral gray card, if not available, any solid contrasting color will do, like white
2) Use indirect natural light, no flash
3) Take picture from directly above the camera to reduce distortion and as close as possible
4) If you have a macro lens, use it
5) If you have a tripod, that will help to get a sharp picture
6) If you have a remote lease, that will help to get a sharp picture

The resulting picture should be exposed correctly for the hot stamp, if not, keep trying with different exposure settings until you get it right. The background should be under-exposed. That can be corrected easily in PhotoShop or other graphics editors with the "Recovery" feature.
