Pretty much, without REALLY going through hoops. It was always a point of contention between Apple and Adobe that flash would not be allowed for the IOS devices (iPhones, iPads). I understand Adobe came out with a way to do it but it was rejected by Apple. Jobs thought it was too insecure and would cause stability issues. In fact all Youtube videos (these are normally flash) are reencodeded into H.263 for iPhone/iPad.

This is also a marketing item for Android ("unlike other tablets, we run flash"). But with the advent of HTML5, flash has become much less relevant. Even Adobe knows this... http://www.engadget.com/2011/11/09/adobe-reportedly-will-announce-the-end-of-flash-player-for-mobil/

But if you have to, there are ways. You can look at a Puffin, its getting some bad reviews and cost $0.99 but it might work as well as Photon Flash Web Browser (4.99). I haven't used either of them.
