What is the role of the General with regards to the issuance and use of these card chip is so obscure - most likely he is "placed" in the sport because his rule ended in 1935.

The so-called "chip" is not actually a chip but a "card" pass - made and used during the '40 and lasted to the '50, when there was a shortage of Venezuela money in the rural areas - they were used a "tickets" you buy at the home depot or to be presented to the transport buses and trains for passage (fare) - Trujillo. The route was between Miton and Sabana Grande as printed in the card chip.
