Then it was not Airforce 1, it is only Airforce 1 IF the President is on board.
Otherwise it uses different callsign.

Many years ago when I was in airtraffic in Belgium, he also came (there are 3 exactly same aircraft) to Brussels for NATO meeting and only when President is on board its callsign is AF1
