NCR: Ebay buyer ignored shipping restrictions

I just sold a compact disc recorder on ebay. I specified that I will only ship to the US. I had a US bidder. With one minute to go, I got a second bid, from a buyer with no feedback history and it says the buyer is from Mexico. mad What can I do in this situation? I sent the buyer a message asking if the buyer has a US location I can ship to and pointed out that I specified that I won't ship outside of the US.

Should I just ship it to the buyer in Mexico if the buyer agrees to pay a revised shipping amount? What if the buyer pays before responding?

Can I cancel the bid and offer it to the second place buyer?
