So in my twenty+ years of collecting I've seen LOTS of serialized chips but I think I can count on like two fingers how many times I've seen serial #1 (and NOT "1 of xxx" like many casinos used because they didn't want to pay the extra fee to serialize each chip). The reason for the shortage is that someone within the executive leadership, whether it be the owner, casino manager, cage manager or whomever, laid claim to the first one issued.

Bob Stupak was such an owner. He kept #0001 of the $25 Free Action chip. When I was going through some of his things I stumbled upon this chip and just listed it on . Here's what it looks like:
