The chip is actually a 50¢ chip that has been cancelled over the denom. The beige one is a 25¢ chip cancelled. They are same both sides.

I don't know the story behind them. I got them back in 1995.
Just a guess, made but never delivered. Cancelled and sold retail at TR King.
