It was changed not just for the people who sell for a penny and then charge twenty dollars shipping, but also for people who sell multiples of cheap products and don't combine shipping. I have bought chips on occassion from dealers who sell you 10 three dollar chips for thirty dollars and then charge you two-fifty for shipping for each chip -- like 25 dollars additional and then throw them in an envelope and mail them for 3 bucks.
I never understood why people would buy from the guy selling his product for a penny and then charged alot for shipping because if you had a problem and he gave you a "full refund" - You would get a penny refunded as they don't usually refund shipping.
Now they screw the honest dealers and make you pay on money that you are not even recieving.
