China has many many many variations depending on the part of Chine one is located. About 50 years ago they standardized characters.
Attached is the modern strokes for the word 'NEW'
I don't believe they use a circle or oval anywhere in any form.
The only book I have has 3210 characters and noting close to the first 'stickman'
