These sell sometime locally for as much as $35 (maybe tourists?) mint, some minor bleeding at the gold stamping but still nice - $7.50 I have two inidicate #1 or #2

A most unusual chip I found two of these will keep one and the other is for sale @ $7.50, same design front & back and the covering is plastic?
